In brief
Gopher was a system of text menus for finding documents on the internet, released in April 1991 by a small team of programmers at the University of Minnesota who went around their own university committee. For two or three years it was one of the main ways to find documents on the network, until in 1993 the university announced licensing fees and its competitor, CERN, in those same weeks put the web into the public domain free of charge and without conditions. The world chose free. By the spring of 1994 the web had overtaken Gopher in traffic, but the protocol did not die: a niche network of a few hundred servers is still running today.
How it started (the founders)
Mark McCahill ran the Microcomputer Center at the University of Minnesota, a unit that in the late 1980s counted as a schism in the university's IT hierarchy, the mainframe priesthood against a handful of personal-computer partisans. Farhad Anklesaria, a programmer with a doctorate in genetics, joined the center in 1987. By 1991 the university had spent several months designing a campus-wide information system through a committee of more than 20 department heads and had produced zero code; Anklesaria recalled it as a "design-by-committee monstrosity."
When McCahill demanded something, anything, to show at the next meeting, Anklesaria cut the protocol down to a bare minimum on an ordinary Mac, without the elaborate search schemes the committee wanted. Four more people joined the project: Paul Lindner (the "Gopher Dude"), Bob Alberti (earlier one of the creators of the MUD game Scepter of Goth, an ancestor of World of Warcraft), Daniel Torrey, and Daniel Johnson, and all six later became co-authors of RFC 1436. The committee met the protocol with hostility, since Gopher did without a mainframe and handed control to the owner of any PC, and the team was barred from working on it for a time. But after the university failed to outsource its computing, the opponents backed off, and in April 1991 Lindner quietly posted Gopher to FTP with an announcement on a mailing list: "Hey, we've got this thing, come and get it."
Year-by-year timeline
- 1990: the University of Minnesota launches a campus-wide information system initiative through a committee of more than 20 people; months pass without a line of code fact

A separate episode, the empty room for Berners-Lee against a packed room for Gopher, belongs to a different meeting, IETF-26 in Columbus (March 29 to April 2, 1993), and the source itself calls it possibly apocryphal rumor
- 1992-11: the University of Nevada, Reno releases Veronica, full-text search across all of Gopherspace; the University of Utah follows with a compatible Jughead fact
- 1993-03 (no later than the start of the month): the university announces licensing fees for some commercial users of Gopher servers; on March 11 the team publishes a defensive open letter in response to "hysteria, misinformation, and rumor," and that same month RFC 1436 comes out, the official specification of the protocol, literally in the middle of the scandal fact
- 1993-04-12/13: GopherCon '93 in Minneapolis, "the much-awaited confrontation," with specific figures (up to $5,000 per server or 7.5% of revenue for a large business); McCahill presents Gopher+ fact
- 1993-04-30: CERN formally puts the web into the public domain with no conditions of any kind; by the end of 1993 there are already more than 500 web servers fact
- 1993–1994-03: Gopher traffic on the NSFNET backbone grows by 997% over 1993 and stays several times larger than web traffic by megabytes, but in March 1994 the web overtakes Gopher on megabytes for the first time fact
- 1994: known Gopher servers number 6,958 (April); Mosaic and the doubling of modem speeds complete the turn in the web's favor fact
- 1995: a university scandal (the surgeon Najarian charged with financial irregularities) pulls the whole Gopher team onto building the UMN accounting system; development of the protocol inside the university effectively stops fact
- 1997/2000s → 2016: "Mother Gopher," the original UMN server, is switched off (the exact date is not agreed even among members of the team); by 2016 independent measurements by Veronica-2 record only 137 active servers in the world (nearly matching MinnPost's estimate of about 140) fact
- 2026-01-28: the Veronica-2 index records 411 servers and almost 5.86 million unique selectors, a small increase compared with the summer of 2025; the figure comes only through an aggregating Wikipedia table, and the Floodgap statistics page itself could not be opened in either pass estimate
Lesser-known but significant facts
- The name Gopher is a triple pun taken from RFC 1436 itself: the burrowing rodent, the mascot of the state of Minnesota, and "gofer," the errand boy. The team picked the name specifically so that the committee could not object to it: "It's the school mascot!"
- RFC 1436 was being written in the same month as the licensing scandal. The defensive letter of March 11, 1993 refers directly to a nearly finished "informational RFC," which means that standardizing the protocol and the row over monetizing it were happening in parallel rather than in sequence.
- One of Gopher's creators, Bob Alberti, had earlier helped build the MUD game Scepter of Goth, an early ancestor of World of Warcraft; he was also the first to propose charging money for Gopher, before the university administration did, and got bafflement from his boss in return.
- Port 70, still occupied by Gopher to this day, was assigned by IANA in 1993, the same year as the licensing scandal and the writing of the RFC.
- The Gopher team believed that the technically best protocol of the era was not the web at all. In their account the Austrian Hyper-G was superior to both Gopher and WWW but never took off, and simply being at the right point of the wave mattered more than quality.
Legend vs. the record
- Legend: Gopher was killed by the licensing fee. Almost every retrospective tells it that way. The record: the month-by-month NSFNET traffic statistics show that Gopher kept growing in absolute megabytes throughout 1993 and the first months of 1994; the crossover came only in March 1994, more than 12 months after the scandal, and coincided with the spread of the graphical Mosaic and the doubling of modem speeds. Verdict: the license did not cut the traffic off in one stroke. It damaged the reputation and stopped the inflow of new servers at exactly the moment when the world first had a free alternative; the death of Gopher was a year of gradual displacement rather than an instant collapse.
- Legend: the licensing announcement was made at GopherCon '93 in April. Even the careful MinnPost writes that. The record: the team's defensive letter is dated precisely March 11, 1993 and already answers an existing "hysteria, misinformation, and rumor," so the original announcement happened earlier, probably in February. The eyewitness trip report itself calls the discussion at GopherCon "the much-awaited confrontation": the conference became the arena of a conflict already under way rather than the place where it began. Verdict: GopherCon gave the scandal its figures ($5,000 and 7.5%) and its face (Yen against the room), but it was not the starting point.
- Legend: the web won because it was technically better. The record: in March 1992 at IETF-23 in San Diego, Berners-Lee proposed to McCahill that they merge the protocols; McCahill took time to think and politely declined once back in Minneapolis. A separate detail, that Berners-Lee's demonstration failed to impress the room while the Gopher session was packed, is real but belongs to a different meeting (IETF-26, Columbus, April 1993), and its source itself calls it possibly apocryphal. Verdict: Gopher was no worse than the web at that moment; the web won later on CERN's open license and the graphical Mosaic, that is, on the terms of distribution rather than on technical superiority.
- Legend: Gopher is dead. Headlines bury the protocol over and over. The record, the Veronica-2 index table, shows 296 servers in June 2025, 432 in August 2025, and 411 in January 2026, with almost 5.86 million indexed selectors; the figures come only through the Wikipedia aggregator, since the Floodgap statistics page could not be opened in either verification pass, so the current numbers are an estimate rather than a directly confirmed fact. Verdict: not mainstream, but not zero either, a small and in places growing community, fed in part by fatigue with the commercialized web.
The first growth lever
The lever was not the power of the university but the lack of it. The committee banned Gopher, and the team released the protocol around it, through FTP and a short announcement on a mailing list, without a single marketing dollar. What worked next was extreme simplicity: a hierarchy of text menus was clear to anybody, an English major with no technical background included, and a server could be set up on any PC, without a mainframe and without permission from the center. Within a year there were already hundreds of servers, and by April 1994 there were 6,958 installations. The second lever came from outside: in November 1992 the University of Nevada, Reno, with no involvement from the UMN team, released Veronica, a free full-text search across all of Gopherspace that solved the main problem of a growing file system, which was navigation. The combination of a zero barrier to entry and free third-party search produced that 997% growth over 1993, which at the time looked unstoppable.

What a builder can take from this in 2026
- If you change the rules of monetization, announce the terms by class of user at once, in a single document, instead of by rumor over months. The final UMN scheme was reasonable (free for the non-commercial sector), but it was delivered drop by drop, and the vacuum of information bred a "hysteria" that killed trust faster than the money did.
- In the infrastructure layer (protocols, MCP servers, agent skills, formats like llms.txt) an open license from day one is a strategy rather than generosity. CERN's decision to put the web into the public domain was shaped in part by a ready example of the consequences of the opposite move at Gopher, and the same choice today decides the fate of a new agent standard.
- Openness wins not because the technology is better but because the friction is lower. Gopher was no worse than the web at the fork of 1992–93; it lost to freer terms of distribution, and in 2026 that is the same lesson for any wrapper over closed LLM APIs facing an open alternative.
- An organization with no money to support the infrastructure it made popular is bound to yield to someone with nothing to lose. Six people in Minnesota had neither the resources nor the mandate to maintain Gopher indefinitely, while for CERN openness cost nothing and was almost free PR.
- Do not let an unrelated fire at the parent organization take your team away at a competitive fork. The UMN financial scandal of 1995 pulled the entire Gopher team onto an accounting system exactly when the protocol needed development, and the project died from the inside earlier than traffic statistics alone would have shown.
Discrepancies and what we could not verify
- The exact date of the first licensing announcement. A second mention of February 1993 turned up (an encyclopedic mirror), but its independence from thehistoryoftheweb.com is not established, and the primary source (a Usenet post, a letter predating March 11) could not be found. A fact marker would require a primary source or two independent retellings, so the date stays an estimate. All that is reliably established is that the scandal was already under way by March 11, 1993 estimate.
- A direct quotation from Tim Berners-Lee about the Gopher license from "Weaving the Web." A verbatim quotation of 15 words or fewer could not be found. There is an extended paraphrase with attribution (techrights.org, more than 40 words, not quoted verbatim): Berners-Lee tried to obtain a GPL license for the web, but after the gopher debacle rumors went around that companies like IBM would not let the web in under any licensing terms, GPL included, and CERN moved straight to unconditional public domain. A direct check of the full text of the book on archive.org found only one neutral mention of Gopher with no passage about the license, and the result is inconclusive, since the book is large and was not processed in full. Separately, a 2003 quotation about the value of CERN's decision has not been checked against a primary source estimate.
- The story about Adam Curry, who supposedly wore a Gopher T-shirt in order to work off MTV's licensing fee. A colorful detail from a single source with no independent confirmation of the motive; used as an anecdote rather than a fact estimate.
- The nature of the Mosaic release (free or paid) in the MinnPost source. MinnPost calls the Mosaic release "introduced for sale," which conflicts with the date and terms of the free release of January 23, 1993 in the Netscape dossier; this text uses the history-netscape version as canonical [discrepancy resolved in favor of history-netscape].
- The number of Gopher servers specifically for 1993. No exact figure for the end of 1993 was found; the nearest reliable one is 6,958 servers as of April 1994, which should not be confused with the "1993" of the retellings unverified.
